Since the previous quarter, hiring intentions improve in 32 of 43 markets with the most significant increases reported in the <span class=\"xn-location\">Asia Pacific<\/span> and Americas regions, and greatest caution from employers in <span class=\"xn-location\">Europe<\/span>.* The survey also reveals employers will be cautious for the long term: 13% say pre-pandemic hiring levels will not return before <span class=\"xn-chron\">July 2021<\/span>, down from 54% when asked in <span class=\"xn-chron\">April 2020<\/span>.<\/p>\n<p>\n        <b>Key findings:<\/b>\n      <\/p>\n<ul type=\"disc\">\n<li>Hiring intentions improve since last quarter in 32 markets and remain the same in five: <span class=\"xn-location\">China<\/span>, <span class=\"xn-location\">Hong Kong<\/span>, <span class=\"xn-location\">Austria<\/span>, <span class=\"xn-location\">Hungary<\/span>, <span class=\"xn-location\">Poland<\/span><\/li>\n<li>Hiring intentions weaken since last quarter in six countries: <span class=\"xn-location\">Switzerland<\/span>, <span class=\"xn-location\">France<\/span>, <span class=\"xn-location\">Japan<\/span>, <span class=\"xn-location\">Turkey<\/span>, <span class=\"xn-location\">Slovakia<\/span>, <span class=\"xn-location\">Czech Republic<\/span><\/li>\n<li>The biggest quarter over quarter improvements are reported by employers in <span class=\"xn-location\">Singapore<\/span> (+17%), <span class=\"xn-location\">Costa Rica<\/span> (+16%) and <span class=\"xn-location\">Guatemala<\/span> (+15%) <\/li>\n<li>Strongest hiring intentions in <span class=\"xn-location\">Taiwan<\/span>, U.S. and <span class=\"xn-location\">Singapore<\/span>; weakest outlooks in <span class=\"xn-location\">Panama<\/span>, U.K. and <span class=\"xn-location\">Switzerland<\/span><\/li>\n<li>Employers in <span class=\"xn-location\">Europe<\/span> are the least optimistic about a return to pre-pandemic hiring levels with most predicting this will be later than <span class=\"xn-chron\">October 2021<\/span><\/li>\n<li>Most employers in APAC expect pre-pandemic hiring will return by the New Year. Those in the Americas expect a <span class=\"xn-chron\">July 2021<\/span> return.<\/li>\n<\/ul>\n<p>&#8220;These results show the slow and gradual pace of improvement will continue into Q1 though uncertainty remains and employers are preparing for a disruptive future ahead.&#8221; <span class=\"xn-person\">Said Jonas Prising<\/span>, ManpowerGroup Chairman and CEO. &#8220;The last nine months have shown businesses that they can transform and digitize at a pace and scale they may not have previously thought possible. The weakest are reported in <span class=\"xn-location\">Panama<\/span> (-7%) and <span class=\"xn-location\">Costa Rica<\/span> (+2%). <\/li>\n<li>Employers in all 12 U.S. industry sectors report positive outlooks with the strongest outlooks in the Leisure &amp; Hospitality sector as businesses re-hire some of those furloughed or laid off early in the pandemic (+26%). <\/li>\n<li>In <span class=\"xn-location\">Mexico<\/span> (+8%) the most optimistic outlooks are reported by employers in the Northwest (12%), West (9%) and Southeast (8%).<\/li>\n<\/ul>\n<p>\n        <b>EMEA:<\/b>\u00a0Outlooks improve quarter-over-quarter in sixteen markets, decrease in five and remain the same in three.<\/p>\n<ul type=\"disc\">\n<li>The strongest regional hiring plans are reported in <span class=\"xn-location\">Greece<\/span> (+9%), <span class=\"xn-location\">Turkey<\/span> (+8%) and <span class=\"xn-location\">Germany<\/span> (+8%), while the weakest outlooks reported by employers in the U.K. (-6%), <span class=\"xn-location\">Switzerland<\/span> (-4%) and <span class=\"xn-location\">Austria<\/span> (-2%). <\/li>\n<li>Employers in <span class=\"xn-location\">London<\/span> and <span class=\"xn-location\">Paris<\/span> report the weakest outlooks in the UK and <span class=\"xn-location\">France<\/span> as lockdowns continue to impact hiring plans.\u00a0 <\/li>\n<li>The slower pace of hiring planned in the U.K, <span class=\"xn-location\">France<\/span> and <span class=\"xn-location\">Switzerland<\/span> reflects the varying degrees of economic lockdowns, as regional measures in the countries have been imposed since September.<\/li>\n<\/ul>\n<p>\n        <b>APAC: <\/b>Outlooks improve\u00a0in four of five APAC countries and territories.<\/p>\n<ul type=\"disc\">\n<li>The most optimistic hiring prospects are reported in <span class=\"xn-location\">Taiwan<\/span> (+23%) \u2013 the strongest globally \u2013 and <span class=\"xn-location\">Singapore<\/span> (+15%), while the weakest and only negative outlook in the region is reported by employers in <span class=\"xn-location\">Hong Kong<\/span> (-2%). <\/li>\n<li>Employers in APAC are also most positive about the speed of hiring returning to pre-pandemic levels with 27% believing it is possible within the next three months. <\/li>\n<li>Employers in <span class=\"xn-location\">Australia<\/span> report cautiously optimistic hiring plans for Q1.
